The Fenian movement was causing real anxiety with its constant threats of violence and the demands for the release of the Manchester martyrs - prisoners who had been involved in the bombings at the end of the previous year. Britannia prepares to go into battle. France was concerned with the Irreconcilables, particularly M Rochefort. He had lately been arrested, but was now released on the orders of the Emperor.
