In 1866, Hall was appointed as the President of the New York City Board of Aldermen, serving until 1868. In 1872, Hall was elected as the Mayor of New York City, becoming the first Irish-American to hold the position. During his tenure, he focused on improving the city's infrastructure, including the construction of new schools, parks, and public buildings. Hall also worked to address the city's sanitation issues, implementing measures to improve the health and well-being of New Yorkers. After his term as Mayor, Hall continued to serve in various political roles, including as a member of the New York State Senate once again from 1875 to 1876.
